Well Frank was more of the follower when Jesse was alive. Even still, he is the most likely suspect for jumping the counter at the Northfield Minnesota bank and shooting the teller when the safe could not be opened to rob. Sentiment went his way after Jesse died. He was never convicted of murder. The high end stove pipe hat here is unique and does add to the total cost a bit. But once you put the whole outfit on, I do think you will see why it is included in this designed outfit.
